1. Introduction
The Hong Kong International Airport (henceforth HKIA) was the result of a $20 billion programme
that required the contribution of numerous contractors, four large sponsors and many external
investors (Kable Intelligence, 2016). HKIA is situated on the small island of Chek Lap Kok, which
was merged with the neighbouring island of Lam Chau in order to create the site where HKIA was
built between 1992 and 1998 (Engineering News Records, 2000, p. 118).
What made HKIA a particularly challenging project is the fact that in spite of its size and structural
complexity, operations were expected to begin in 1998, which made it necessary for contractors to
work in a fast and efficient manner in order to deliver the project on time. Considering that the project
also involved a reclamation that had to be completed within a tight deadline and for a very low budget
– despite the presence of various geotechnical issues - it is no surprise that HKIA is still considered
to be one of the most remarkable airport construction projects of all time (Ho & Li, 2001, p. 303).
