Social Policies Decision Paper
The mission statement for mothers against drunk driving is to stop drunk driving, simply put.
However, it’s also been meant to help support victims and try to give a stop toward underage
drinking in itself. The organization of M.A.D.D (Mothers against drunk driving) was created by
Candace Lightner. This was after having dealt with several unfortunate exchanges with drunk
drivers. With one incident alone, the drunk driver had injured both her 18 month old daughter,
her son, and killed her older daughter while on a field trip. The individual who killed her
daughter was said to have just got out of jail two days prior for repeated offences. This would be
what would bring Candace to later create theneed for such a program in her home to support
others and to stop drunk driving. The initial push for the program to take off was in May 7, 1980
when she found out that the person who killed her daughter would most likely not receive any
punishments for his crime. Namely, justice for her daughter would not be served. She realized
that this same sort of tragedy happens to many families that hurt the same way. Candace
released the statement, ”I promised myself on the day of Cari's death that I would fight to make
this needless homicide count for something positive in the years ahead". The object for this
organization was to promote awareness of the dangers on drunk driving and to promote tough
legislation against this crime. Candace would eventually appear on many big TV shows, address
business and professional groups to gain public awareness, and support legislation for her new
organization. The pull of Lightners messages would be what led to a big change over all within
the public’s attitude toward drunk driving and made the action in time entirely unacceptable.
Lightners efforts led to President Reagan appointing a blue ribbon commission on drunk and
drugged driving in 1982 along with 400 new laws associated with drunk driving were placed all
over the country. She served on committees such as: the national partnership for drug free use,
national highway safety commission, and nationalcommission on drunk driving while on the
president’s commission for drunk and drugged driving. The states changed the legal drinking age
to 21 in 1982. Wheresome states chose not to change, this only caused Candace to work harder.
M.A.D.D has changed people’s lives all around, and not a moment too soon. The loss of one has
helped the gain of many. The percentage of drunk drivers today is far less then before the
program was ever thought to be created. Consequences are very severe for any offenders of this
crime should they be caught. Hypothetically, if a driver would be caught driving over the legal
limit then the quickest penalty they’ll no doubt face is jail time. This is after getting their license
revoked after possibly attending many mandatory classes along with paying high fees (Hanson,
